From weeks to hours: Why faster cyber threats demand structured DORA compliance

From weeks to hours: Why faster cyber threats demand structured compliance (DORA explained).

There was a time when organisations had weeks, sometimes months, to respond to newly discovered vulnerabilities. That time is gone.

According to CSO Online, confirmed exploitation of newly disclosed high and critical vulnerabilities increased by 105% in 2025, while the median time from vulnerability publication to active exploitation dropped from 8.5 days to just 5. In some cases, organisations are facing active attacks within hours of a vulnerability being made public. This is not just a cybersecurity concern. It is a compliance challenge, and one that sits at the heart of the Digital Operational Resilience Act (DORA).

The ENISA Threat Landscape 2025 report, published by the EU’s own cybersecurity agency, reinforces this picture, documenting the increasing speed, automation, and complexity of attacks targeting organisations across Europe. For regulated entities, the message is clear: the environment DORA was designed for has arrived.

Speed changes everything

When threats move faster, everything downstream must adapt. Detection must be continuous. Decision-making must be immediate. Response processes must already be in place before an incident occurs. There is no longer time to work things out after a risk is identified.

Yet many organisations still rely on manual risk assessments, static policy documents, and disconnected workflows. These approaches were never designed to operate at the speed the current environment demands, and the gap between what they offer and what is actually needed is growing wider every year.

What DORA actually expects

DORA is often perceived as a regulatory burden. In reality, it is a direct response to this problem. It requires financial entities to maintain continuous risk management frameworks, ensure incident detection and response capabilities are in place, monitor third-party risks, and document and demonstrate resilience on an ongoing basis. Crucially, DORA is not just about having controls. It is about proving they work, continuously, not just at audit time.

The challenge for smaller organisations

Large institutions may have dedicated compliance teams and advanced tooling. Smaller organisations typically do not. And yet they face the same expectations: clear visibility into risks, structured controls, and documentation that is ready when needed. This creates a significant gap between obligation and capability, one that structured compliance tools are specifically designed to close.

Why structure matters

In a fast-moving environment, having the right structure in place is not a bureaucratic concern. It is what allows an organisation to act quickly and coherently when time is short. A clear mapping between risks and controls, automated tracking of compliance activities, centralised documentation, and real-time insight into compliance posture are what separate organisations that can respond from those that cannot.

Without this foundation, even well-intentioned compliance efforts become fragmented. Teams work in silos, documentation falls out of date, and when an incident occurs, the organisation struggles to demonstrate that it was prepared.

Compliance as resilience

DORA is not just about avoiding penalties. It is about ensuring that organisations can continue to operate under pressure. That means knowing what to do before an incident happens, having systems that support rapid action, and being able to demonstrate control at any moment. Resilience is not a by-product of compliance. In DORA’s framework, it is the point.

Trustlinks supports exactly this kind of structured readiness. With a centralised risk register that connects incidents directly to the risks they relate to, and maps those risks across multiple frameworks simultaneously, your organisation always has a clear, auditable picture of where it stands. One platform, full oversight, always audit-ready.
